Migrate from the old dev-dependency syntax to Poetry 1.2+ dependency groups.
Update the PEP 517 build-system to use
poetry-coreand specify an upper bound on the version. Usingpoetryas a build backend still sort of works but the docs say to switch topoetry-core. Also, I thinkpoetryis missing some build backend features, such as editable installs.Fixes #232
